The switch looks to be a DPST NO (normally open), so can't be rewired to NC (normally closed). You could find the same form switch in NC and replace those (They'll be somewhere in these 13,600 options ) but probably easier to get DPDT momentary foot switches, like these. to replace the pcb ones. selecting 2 different resistors, one so the pickup sees approx 250k and another so it sees less, maybe 150k for a darker tone. The eyecrometer is not a tool to be relied on. Use a real measurement tool - feeler gauges are cheap as chips.

Buying a fluke just to bias one amp is ridiculous, my 20 dollar DMM takes identical readings to my 15b, except the fluke can't test trannies so arguably had less value to a hobbyist.
The cheapest DMM you can find will do the job fine, even a $10 DSE special.

I understand it as:
toggle off
standard tele 3 way: N, N+B, B
