My AC30TB is a mid to late 60's and is clean on a strat up till about noon then gets more and more dirt from there. But even on 10 I get a glorious clean by just rolling the vol on my guitar back a little or playing with a softer touch.

Could be filter caps, or are you running low effeciency speakers? The TB channel is probably what you want for clean though. In my experience the normal channel is no good for clean as it doesnt have enough treble.
Perhaps try hook your tophat speakers up to the vox or vice versa and compare volume.
