Buying a fluke just to bias one amp is ridiculous, my 20 dollar DMM takes identical readings to my 15b, except the fluke can't test trannies so arguably had less value to a hobbyist.
The cheapest DMM you can find will do the job fine, even a $10 DSE special.

If there's any further doubt, watch this wee vid from the PRS factory: At 5.30. Look at the neck fit process. No Gibson shims needed here. I understand it as:

toggle off
standard tele 3 way: N, N+B, B

toggle on adds mid in series giving:
3 way: N*M, (N+B)*M, B*M

a regular DPDT switch can do the job, I did a (vaguely) similar setup in a 3 x P90 guitar based on the Troy Van leeuwen Yamaha. The minimum vol knob should not affect toe down (heel up) so that's unlikely to be your problem. It was suggested to me that using the resistor might result in a loss of output or volume on the bridge pickup. I had a similar predicament, I borrowed a set of plug cutters from a carpenter and made my own. I also made a ton of extra plugs in different woods & sizes for future use.

Yeah, as it is both of your inputs are the same. You want R2 and R3 in parallel for the louderer input. Though, not something you can do with just TRS.
