Don't think so. It may well be shrink wrap but it's covering a component. There's several groups of numerals printed on it. One could be 0025, then there's 56 and something unreadable. On the other side it looks like SD152
Almost definitely a capacitor based on your numbers. It's .0025 microfarads, which is reasonable for treble bleed. The 56 is probably its max voltage ‐ 56 is a common number for that on capacitors. As for SD152, I can see quite a few capacitors online that have that designation.
