This new development is making waves in the industry. The new CITES regulations don't just apply to instruments shipping in/out of USA. They apply EVERYWHERE, so buying from anywhere (e.g. Japan) will carry the same issues.
It's hard to know how deep and difficult the impact will be for the private buyer. There is a certainty of course that significant paperwork will need to be completed by the seller, and one would assume that the customs clearance charges here in NZ will increase.
As you might surmise, it's all a massive pain in the arse for everyone in the industry. As the vast majority of guitars from ANY point of origin have rosewood fretboards, it means major documentation on every guitar shipment, everywhere. There are some people fighting for exemption for the music industry as we are but a small sliver of the world's rosewood consumption (most of it is furniture). Frankly though, I don't see that exemption happening. We've been living with the CITES regulations on Brazilian rosewood for some time now, and never got granted an exception in that case.
