Guitar setup done - guitar still not in tune?

Guitar setup done - guitar still not in tune?
Hey guys. I recently took my Ibanez guitar to a local luthier to get some fret work done + a general setup. I got it back and the frets looked amazing. The locking nuts weren't locked - I guess to allow the strings to stretch first?
Basically I got the setup done, but it's still giving me issues. If I pull the whammy bar up or down, then it doesn't return to pitch. I guess what I'm asking is, when taking a guitar in with a floyd rose setup - do you still have to do things when you get it back, or should it be gig worthy once you receive it. I paid quite a lot for custom pickup rings, a setup and a fret crown ($200+).

Forgetting to tighten the locking nut is an easy thing to do, but surely they should have tested the trem...

Should be ready to go. Ideally, as a FR, you shouldn't even have to fine tune it for a week or two unless it's being submitted to wild temperature changes.

I've setup all my previous guitars before, so not a complete noob when it comes to this. Took it in mainly to get the frets crowned as I didn't feel comfortable doing it myself. I spoke to him and he said it could be a lot of things. Suggested I replace the springs at the back, or bring it in so he could fix the bridge knife edges (and charge me $150). The only thing I didn't do was replace the bridge mounting posts when I swapped to a floyd rose original, because I'll have to make the holes bigger first.

Yeah I spoke to him this morning, and he suggested replacing the springs or installing the other bridge stud mount bushings.

I know man I was a bit shocked that the locking nuts weren't locked, and that I had to do it myself (not that I mind, but if you pay for a service you expect a service lol). He told me how much it would cost (when I spoke this morning), so he's definitely not doing anything for free. Not uncommon for them to be loose, otherwise you’re sort of defeating the purpose of a locking trem. They’ve gotta wear in first.
You’ve asked for (and pair for) a product or service, so in theory he should be correcting it without charge. Specially if you’ve not done anything to it since.

He said because he put new strings on I needed to stretch them first, and then lock the nut.
